Before you can face Arlo, you must firstbeat six different Team Rocket Gruntswho spawn near important areas. Only then will you be able tobuild the Rocket Radar out of Mysterious Componentsthat locate where a Rocket Leader can be found. Simply travel to a Rocket Balloon once you have the radar to either face Arlo, Sierra, orCliff inPokémon GO.
