Every few years, the royal family secretly traveled to a remote village for a feast, and the villagers would be split between “entertainers” and “others”. Morena’s mother was an entertainer and she died after “working” non-stop working for the royal family. Furthermore, she didn’t even know she gave birth at that time and had a daughter.
Morena also revealed that she was taken to an orphanage managed by the Hei-ly family, where she was categorized as “flesh” and endured this role for 20 horrific years. During that time, she developed a Nen ability and managed to kill and replace the real Morena Prudo, who was a “Second-Track Faker”, an illegitimate child of a king, before rising in the Hei-ly ranks to become their boss. Borksen then selects the Power card. Morena thus explains her ability, which allows her to bestow Nen to 22 different people, who can then develop it as long as they hit a specific point target by killing other people.

Morena is a deeply sympathetic character now, and there is more to come from her as the series goes on.

While the death of Luzurus may have contributed to this decision, other events could have provided him with justification to impose strict legal measures, such asChrollo’s theft of the national treasures.
