In this case, an Orb of Chance would be used on a normal-tier Stellar Amulet for the chance for it to upgrade into an Astramentis.
The only other options for getting Astramentis are gambling or random drops. However, these will be incredibly inconsistent as they will pull from the same pool as every random-drop unique. Thus,Orbs of Chance is quicker since Astramentis is one of only two Unique Stellar Amulets currently inPath of Exile 2.
